I'm not a subject-matter expert but what I have read leads me to believe the plan is to destroy the satellite at a low enough altitude so that the debris re-enters.  What they're doing is nailing an object that's on a re-entry path anyway so that the debris breaks up, rather than coming down in chunks.

The actions are not comparable.</description>
